Weatherization
You can reduce your utility bills and we can help you, free of charge, through the TEP low-income Weatherization program.
How the Program Works
Since 1982, the Tucson Urban League and Pima County have been assisting low-income residents in reducing energy use and lowering their utility bills by implementing year-round weatherization measures—at no cost to eligible customers.
The TEP Weatherization program's aim is to reduce low-income customers' energy use, reduce their electric and gas bills and improve their comfort.
To measure the effectiveness of the TEP Weatherization program, participants will be surveyed and asked about their comfort, energy use patterns and overall bill reduction.
To qualify for the program, contact Pima County or the Tucson Urban League for an application. Eligible applicants must have a household income less than 150 percent of the federal poverty level. (See chart.) Program participation is subject to funding availability.
According to the number of people in your household, your combined gross monthly income must be at or below the following amounts:

Who Does What
The Tucson Urban League and Pima County representatives will determine necessary work and install weatherization measures on approved homes and structures, including:
- Caulking & weather-stripping
- Insulation (attic, wall, & duct)
- Water heater insulation & exposed pipe wrap
- Attic ventilation
- Sunscreens
- Paint roof & exposed ducts white
- Service evaporative coolers
- Replace evaporative coolers or motors with two-speed motors
- Plant trees on south/west exposures
- Install evaporative cooler thermostat
- Install low-flow shower heads
In addition to weatherization, TEP will sponsor weatherization/energy conservation workshops in cooperation with the Tucson Urban League and Pima County to teach low-income customers how to utilize energy more efficiently and gain greater control over their energy bills.
